The Carpathian Convention follows the “Framework Convention-Protocol” style, which is a two-step approach:
(1) General provisions under the Framework Convention.
(2) Specific substantive obligations under Protocols. The Parties can propose Protocols to the Convention, which have to be adopted and signed at the sessions of the Conference of the Parties (COP). Protocols are the most important means for completing and facilitating the implementation of the general principles constituted in the Convention itself.
The Carpathian Convention has adopted the following 5 Protocols:

Article 2 and Article 18 of the Carpathian Convention provide the legal basis for adopting Protocols to the Carpathian Convention.
